Graduated Driver License Law

• 15 years old but less than 18 years old and reside in North Carolina.
• Must complete Driver Education, pass written, sign, and vision test at DMV.
• For the first six months, a level one permit authorizes you to drive between the hours of 5 am and 9 pm when accompanied by your supervising driver who has been licensed for at least 5 years.
• All people in the vehicle must wear a seat belt, and only the supervising driver may ride in the front seat.
• For the second six months a Level 1 driver may drive any hour of the day with a supervising driver.
• Level 1 driver must have no violations during the last six months to graduate to the next level.

Level Two:

• Limited Provisional License:  At least 16 years old but less than 18, must submit 60 hour driver log and pass road test at DMV.
• All passengers must be properly restrained.
• You may drive without supervision from 5 am to 9 pm and at any time when driving to or from work or any volunteer fire, rescue, or EMS if you are a member.
• The law allows for passengers under 21 in two scenarios: 1) the number of passengers allowed is restricted to ONE when the driver of the vehicle is the holder of a Level 2 license. 2) If all passengers under 21 are members of the driver’s immediate family or the same household as the driver, there are no restrictions.  If the supervising driver is in the car, neither restriction applies.

Level Three:

Full Provisional License is rewarded if free of violations.
